Vom 26. bis 30. September fand in Wien die 60. Generalkonferenz der Internationalen Atomenergie Agentur (IAEA) statt. Die Delegation wurde vom schweizerischen Gouverneur Walter Steinmann geleitet und bestand aus Vertretern des EDA, BFE, ENSI, PSI sowie dem VBS.
Die unterschiedliche Zusammensetzung der Delegation erlaubte es, die zahlreichen bilateralen Treffen und Konsultationen zu einzelnen Sachgebieten sowie Plenardiskussionen zu Resolutionen im Bereich der nuklearen Sicherheit, Sicherung sowie Safeguards kompetent abzudecken (siehe Blogbeitrag).
Vom 19. bis 23. September 2016 fand in Wien das dritte Treffen dieses Jahres des Board of Governors (BoG) der Internationalen Atomenergie Agentur (IAEA) statt. Der Governeursrat hat sich mit den Fragestellungen zur nuklearen Sicherheit von Kernanlagen sowie der Sicherung von nuklearem Material auseinandergesetzt. Die nukleare Sicherung steht dieses Jahr im Fokus der IAEA sowie der internationalen Staatengemeinschaft und findet ihren Höhepunkt mit einer internationalen Konferenz mit Ministerbeteiligung im kommenden Dezember. Dazu hat federführend das Bundesamt für Energie (BFE) zusammen mit dem Eidgenössischen Departement für auswärtige Angelegenheiten (EDA) in einer Studie verschiedene und umfassende Möglichkeiten zur nuklearen Sicherung von allen nuklearen Materialen, neben den zivilen auch die sogenannten nicht-zivilen Materialien, aufgezeigt. The morning of the second day of the Swiss-US Energy Innovation Days 2016 took place at the zero net energy center (znec) in San Leandro and kicked off with a presentation on building components and design. Byron Benton, the director of znec, introduced the znec concept by showing the substantial energy savings that have been achieved during the renovation of the znec in 2012-13 and resulted in a lowering of the energy use by 75% compared to similar commercial buildings in the US. The first day of the third edition of the Swiss-US Energy Innovation Days started off with an excellent keynote speech from Mark Ferron, member of the California Independent System Operator Corporation Board of Governors, who delivered a very comprehensive and thoughtful talk about the policy challenges and possible solutions for California to move towards a low carbon economy. This has been a very useful presentation for the Swiss audience, who was not necessarily familiar with the Californian context. Mit der slowakischen Präsidentschaft sind die Themen Wettbewerbsfähigkeit und Versorgungssicherheit wieder prominent auf die EU-Agenda zurückgekehrt. Auch was das Format des informellen Ministertreffens betrifft, herrscht nach den innovativen Ansätzen der Luxemburger und der Niederländer (leider) wieder Alltag. It is co-chaired by the United States of America and Russia. Its mission is to strengthen global capacity to prevent, detect, and respond to nuclear or radiological terrorism. GICNT work has raised awareness of the ever-changing threat of terrorist use of nuclear and radioactive materials, and it has provided opportunities for countries to share information, expertise, and best practices in a voluntary, non-binding framework.
